Every home tells a story of safety, belonging, and possibility. Through a wide range of services, The Housing Assistance Corporation helps families write their next chapter.

DISASTER RECOVERY

In response to the devastating impacts of Hurricane Helene, The Housing Assistance Corporation launched the Disaster Recovery Department in 2025. This department coordinates with nationwide volunteer groups and licensed contractors to complete storm-related repairs in Henderson, Polk, and Transylvania counties.

As Western North Carolina moves into long-term recovery, we continue to provide comprehensive project management for both major and minor home repairs. With community support, several families have already returned home.

Our disaster recovery work includes but is not limited to:

  • Roofing
  • Flooring
  • Mold and moisture remediation
  • Electrical, plumbing, and HVAC repairs
  • Volunteer coordination and construction oversight

If it weren’t for Housing Assistance, we would still be emptying buckets of water, because of the places on the roof that were hit by tree branches from Helene, every time it rained. We would be getting more and more ill from the black mold that was under the tarps we temporarily put up to help direct the volume of water that was coming in the bedroom, the bathroom, and the laundry room.

HOME REPAIR

For more than three decades, The Housing Assistance Corporation has performed critical repairs for neighbors in need. Our repairs prioritize urgent health and safety hazards, helping preserve homes and protect residents. Thanks to donor generosity and grant support, all repair services are offered at no cost to homeowners.

In 2025

  • 621 repairs were completed across 100 households in Henderson, Polk, and Transylvania counties.
  • All 245 residents served were living below 80% AMI, and more than half were living below 30% AMI.
What types of repairs does the program offer?

The Home Repair Program makes repairs that eliminate health and safety hazards. Examples of eligible repairs include, but are not limited to:

  • Ramps
  • Grab Bars
  • Leaking Faucets
  • Roof Leaks
  • Floor Repair
  • Minor Plumbing Repairs
  • Water Heater Replacement
  • Steps and Handrails
  • Fall Prevention Modifications
Who is eligible for home repairs?
  • You are eligible for the Home Repair Program if:
  • You are a homeowner.
  • You live in the home for which you request repairs and own no other.
  • The household gross annual income does not exceed 50% of the area median income.
  • You have no other source or means to pay for repairs.
  • You are a Veteran providing a DD Form 214.
What documents are required?
  • For verification of your application, please bring the following documentation for each household member, if applicable:

    • Proof of income from all sources:
      • Benefits letter for SSI, SS, and Pension
      • 12 months of wage history
      • Child Support payments received
      • Disability payments received
    • Proof of homeownership, such as:
      • Deed in your name
      • Copy of the title in your name
      • Current property tax bill in your name
    • If you own a mobile home on a rental lot:
      • Provide a notarized letter from the lot owner permitting Housing Assistance to perform tasks that might impact their property, such as building a ramp. The letter should also state the location of septic or utility lines.

HOME REPAIR LOANS & GRANTS

The Housing Assistance Corporation is an outside loan application packager for USDA Single-Family Housing Repair Loans and Grants, also known as the Section 504 Home Repair Program. The program provides loans to very low-income homeowners to repair, improve, or modernize their homes. Grants are available to elderly, very low-income homeowners to remove health and safety hazards.

How do I qualify for the 504 Home Repair Loan?

You might qualify for the 504 Home Repair loan if:

  • You own and occupy the house.
  • You are unable to obtain affordable credit elsewhere.
  • Your household income does not exceed the “very low” limit by county.
  • The home is on a permanent foundation.
  • You are age 62 or older
How much money can I receive?
  • Maximum loan amount is $40,000.00.
  • Maximum grant amount is $10,000.00.
  • Loans and grants can be combined for up to $50,000.00 in assistance.
What are the terms of the loans and grants offered?

The loans and grants offer the following terms:

  • Loans are termed 20 years with a fixed interest rate of 1 percent.
  • Full title service is required if the total outstanding balance on Section 504 loans exceeds $25,000.00.
  • Grants have a lifetime limit of $10,000.00.
  • Grants must be repaid if the property is sold in under 3 years.
  • If applicants can repay part, but not all of the costs, applicants may be offered a loan and grant combination.

SINGLE-FAMILY HOUSING DEVELOPMENT

The Housing Assistance Corporation constructs single-family homes across Henderson, Polk, and Transylvania counties primarily through the USDA Self-Help Housing Program.

In the Self-Help Program, future homeowners contribute 10 to 13 hours of work per week, earning substantial sweat equity toward the cost of their new homes. Homes built through this program generate approximately 65% of their value in sweat equity savings for buyers. Our construction staff works alongside participants, providing training and on-site support throughout the building process.

Additionally, the Housing Counselor packages applications for the 502 Direct Loan Program for all counties in North Carolina.

COUNSELING & EDUCATION

Our confidential, free housing counseling services guide individuals through the homebuying process. Certified counselors help identify and package mortgage applications for qualified buyers and provide required homebuyer education certifications.
Participants receive one-on-one support to build individualized homeownership plans, primarily through USDA Self-Help and USDA 502 Direct Loan programs. All counselors are certified through NeighborWorks® Center for Homeownership Education and Counseling (NCHEC).

Housing Counseling includes learning about:

  • The right time for homeownership
  • Responsibilities of homeownership
  • Financial planning in preparation for buying a home
  • Understanding how credit scores impact your home-buying process
  • Certification in the home buyer education course
  • The home-buying process
  • Working with real estate agents
  • Understanding a home inspection
  • Understanding the mortgage loan closing process

MULTIFAMILY HOUSING

The Housing Assistance Corporation has constructed 12 multifamily developments offering 370 affordable rental units in Henderson County. Our most recent development, Oklawaha Village in Hendersonville, was completed in 2021 and includes 78 units of high-quality, affordable housing.

Looking ahead, The Housing Assistance Corporation plans to increase its multifamily production by 230% over the previous six years, adding 180 new affordable units to the region. In 2023, we were awarded $12 million in Low-Income Housing Tax Credits (LIHTC) from the North Carolina Housing Finance Agency to support the multifamily portion of the Appleridge development. This project will add 60 rental units for income-qualified households, with expected completion in 2027.
